Poverty risk: three income calculations

Datobello chart dated

For Italy, EU-SILC 2025 gives an at-risk-of-poverty rate of 46.9% when all social transfers, including pensions, are subtracted from income. The calculation including pensions but excluding other transfers gives 26.8%; including all transfers gives 18.6%. The differences are 20.1 and 8.2 percentage points respectively: three calculations for the same year, not three successive years. [1][2][3]

The threshold stays at 60% of national median equivalised income after transfers. This measures relatively low income, not absolute poverty. The comparison removes income components; it does not establish that abolishing a benefit would produce exactly these percentages without other responses. [4]

Population: people of all ages and sexes living in private households. Survey year: 2025; income year: 2024. Data updated on 20 October 2026; selected by Datobello’s gaiaz on 7 November; graphic prepared on 8 November. Adaptation and translations by Positive Times; Eurostat is not responsible for them.
